Proposed development
The proposed development comprises fabric upgrade works to three existing buildings at St. Peter's College Secondary School, Summerhill, Wexford Town, as part of the RePower Energy Upgrade Climate Action Pathfinder retrofit project for schools in County Wexford. The application relates to an 1880s protected structure (RPS No: WBC0186), an early 19th century school building (WBC0185) and a 1968 school building. A) 1880 protected structure (RPS No: WBC0186): The proposed works comprise the careful repair and refurbishment of the existing timber sliding sash windows to the front and rear elevations of the building. The proposed works include the replacement of existing glazing with conservation grade slim-profile double glazed units installed within the existing timber frames. The existing guarding rails will be reinstated after works. The existing window openings, proportions, profiles, materials and method of operation are retained. No alteration is proposed to masonry surrounds, stone sills or reveals. The works are conservation-led in nature and do not materially affect the character or external appearance of the protected structure. B) Early 19th Century Building (RPS No. WBC0185): The proposed works comprise the replacement of fifteen existing non-original uPVC window units with new thermally broken powder coated aluminium-framed windows finished in white. The proposed replacement windows will match the existing openings in size, proportion and position. Each window will consist of a two-panel arrangement, with both upper and lower panels top-hung and opening in the same manner and direction as the existing units. The proposed windows adopt a simplified glazing arrangement and do not include applied decorative glazing bars associated with the existing modern units. No alteration is proposed to the external wall surrounds, reveals or sill details. The works will improve the quality and consistency of the building envelope while retaining the established window rhythm, and proportions. The proposed works do not materially affect the character or special interest of the protected structure. C) 1968 School Building: The proposed works comprise the upgrading of the external wall fabric through the installation of cavity bead insulation within existing wall cavities and the application of an externally fixed insulation and render system to all external elevations. The existing external walls comprise rendered blockwork, concrete panel construction, and split concrete blocks finish resulting in uneven surface finishes. The proposed insulation system incorporates a levelling layer to regularise existing surfaces prior to the application of the insulation and render finish. The system is mechanically fixed to the existing wall fabric. Existing concrete window sills are to be locally adjusted to allow the insulation to return to window level. A proprietary insulated metal oversill system is to be installed to maintain weathering and visual definition. Continuous horizontal wall sweeps above window openings on the western elevation are to be retained and accommodated within the insulation system by means of local boxing. The works do not involve any increase in building height, alteration to footprint or massing, or the creation of new openings. Across all three buildings, the proposed works constitute repair, maintenance and improvement of existing structures and do not materially affect their external appearance, character or special interest
What happens next
