Proposed development
Use of the existing permitted C&D recycling yard and fixed plant to receive and process Article 27 greenfield soil & stone (by-product) by crushing/screening/washing. No new works, buildings or layout changes. No change to permitted hours, traffic or environmental controls. Operations remain within the envelope permitted for the C&D facility (Planning Ref. 20211096) and are limited to normal industrial practice. Inert soil/stone of this type has historically been received as EWC 17 05 04; under the EPA Article 27 National By-Product Criteria BP-N002/2024 (02/07/2024) the same clean greenfield soil/stone now qualifies as by-product. The proposal does not introduce a different industrial process and does not intensify the use; it concerns only the regulatory classification of the incoming inert material.

The council recorded a decision on 19 Dec 2025. The official file has the outcome; a third-party appeal is possible within four weeks of the decision.
