The proposed development involves the internal refitting of an existing coffee dock/canteen area (approximately 68m²) on the ground floor within Senan House, GreenTech HQ's leased premises to create a demonstration kitchen facility. The works include: 1. Installation of high-specification domestic appliances (self-condensing steam oven, combination oven, and induction hob) that do not require external venting. 2. Installation of fixed cabinetry and a central demonstration counter. 3. Installation of engineered wooden flooring. 4. Minor electrical modifications using existing capacity (additional power outlets). 5. No structural modifications to internal or external walls. 6. No changes to the building's external appearance. 7. No installation of commercial kitchen extraction or ventilation systems. 8. The proposed works fully comply with HSE requirements, including maintaining all existing welfare facilities for staff. 9. The works will not impact disabled persons access or circulation space within the building. Development would not be taking place if there are no internal or external structural modifications to the office block, no proposals to provide fume extraction, the works comply with HSE requirements, and there is no impact on disabled persons access or circulation space. The space will function primarily as a multi-purpose demonstration and presentation area with the following specific uses - Product photography sessions: Local food producers will use the space to create professional images of their packaged products for marketing materials, websites, and social media. Buyer presentation days; Food producers will showcase their products to potential retail buyers, distributors, and hospitality clients in a professional setting. Food styling and content creation: Creation of digital marketing assets without commercial food production. Skills workshops and training: Educational sessions focused on food presentation, marketing, and business development rather than commercial cooking. Community engagement events: Small-scale demonstrations for local community groups and educational institutions. Design thinking sessions: Collaborative workshops for food businesses to develop packaging, branding, and marketing strategies. Team offsites: Corporate workshop space for local businesses requiring meeting facilities with presentation capabilities. The facility is explicitly NOT designed for: Commercial food production, food service operations. The HSE Environmental Health Officer has confirmed that as no food will be produced for sale and no commercial food service will take place, the facility does not require registration with Environmental Health. The demonstration kitchen represents a use that is incidental to the main office use, involves no material change of use, and aligns with the innovation hub services already provided by GreenTech HQ to support local businesses.

What happens next

The council recorded a decision on 9 May 2025. The official file has the outcome; a third-party appeal is possible within four weeks of the decision.
