Proposed development

O’Connor Kerry Haulage Limited of Parkview House, Knockawaddra, Tralee, Co. Kerry intends to apply for Planning Permission at Aghabeg Middle, Lixnaw, Co. Kerry to import ca 105,000 tonnes of greenfield soil and stone By-Product as defined in the National By-Product Criteria for Greenfield Soil and Stone (BP-N002/2024) to raise the level of existing lands on the 8.865 ha site (by 0.25-2 m) in order to improve the agricultural value. The fill plan for the site provides for a 5 metre setback from all open land drains. A Screening Report for Appropriate Assessment and Natura Impact Statement have been prepared in relation to the proposed development and has determined that the development with proposed mitigation measures, individually or in combination with other plans and projects, would not be likely to have a significant effect on any European sites.

What happens next

Permission was granted on 10 Nov 2025. Third parties may appeal within four weeks; after that the permission is final and works can start once a commencement notice is lodged.
