Proposed development

PROTECTED STRUCTURE: We, Custom House Quarter Limited, intend to apply for permission for development at this site at The chq Building (formerly 'Stack A', a Protected Structure, RPS No. 2094), Custom House Quay, Dublin 1, comprising amendments to planning permission Reg. Ref.: 3251/23. Planning permission and temporary planning permission is sought for works to facilitate the implementation and operation of 'Phase 1' of the development including a food market at ground floor and gala dinner venue at mezzanine floor level. Planning permission is sought for works set out as follows. The development will consist of: - Automatic Opening Ventilators (AOVs) at roof level at the eastern and western sides of the roof profile and careful formation of opes at these locations. - New entrance portal, canopy and glass balustrade at the southern entrance fronting Custom House Quay at ground floor level with back-lit signage (1.46 sqm) above. - Modification to the existing staircase located at Units 32-33 (Starbucks) by the removal of the existing staircase and its enclosure, installing of the new, wider staircase with new enclosure, providing 1 no. additional louvered AOV in the roof above and reconfiguration of staff toilet and storage layout. - Minor relocation of permitted glazed balustrade and reconfiguration of permitted ramps at the northern section of mezzanine level. Temporary planning permission (for a period of 3 years) is sought for works set out as follows: The development will consist of: - Modifications to the existing stairwell and lift shaft within the service building (at ground and mezzanine level) including widening of existing staircase, provision of an addition flight of stairs, extension of the existing lift to serve mezzanine with extended roof level (8.71 metres total height) and opening in the eastern elevation to provide escape at ground floor level. - Temporary enclosed plant and storage room (379.3 sqm) at the eastern mezzanine level with associated louvred openings at the eastern elevation at mezzanine level to provide ventilation including: reopening of 3 no. previous opes (1604 mm x 1370 mm) and creation of 2 no. additional opes (1604 mm x 1370 mm and 1800 mm x 820 mm) to match existing. - Reconfiguration and utilisation of 6 no. existing openings at roof level (east side) with ventilation cowls for air intake.

What happens next

The application has been lodged and validated. The council has eight weeks to decide, unless it asks for further information. The council's decision is due by 27 Oct 2026.
