Proposed development

PROTECTED STRUCTURE The development will consist of amendments to a previously permitted mixed-use development (DCC Reg. Ref.: 4588/22) for the redevelopment of the Guinness Quarter. The proposed amendments relate only to the permitted Plot 8. The permitted development included works to Protected Structures on the wider site however the proposed amendments do not relate to any Protected Structures. The proposed amendments to Plot 8 include: 1. Replacement of the permitted Plot 8, which consisted of a new residential block containing 67 no. units, set out in 2 no. buildings around a central podium, ranging in height from 7-10 storeys with a residential block containing 71 no. units, set out in a single block, with adjacent ground floor open space, ranging in heights from 8 -10 storeys. 2. The proposed residential block at Plot 8 will contain 71 no. units (53 no. 1 bed units and 18 no. 2 bed units) which is to be owned and managed by the Iveagh Trust. Private external communal amenity space is located to the west of the plot at ground level and on Level 8 roof terrace. Internal tenant amenity space of c.193 sq.m is located at ground level onto Rainsford Street. Bike parking is provided at ground floor of the building as well in a secure facility located to the south of the private communal amenity area. Ground floor of proposed building to include residential entrance from Crane Street, substation, plant, and services. 3. The proposed building continues to be integrated with the existing facade of Vat House 4 and perimeter walls along Crane St. and Rainsford St to which minor alterations to permitted openings are proposed. The existing walls along Rainsford Street, which is not integrated into the proposed building will be supported by a new steel pergola structure with an integrated cover screen and set within the proposed landscaping. 4. The western part of the site contains private amenity space for the residential units, and transitional public realm space which will integrate with the wider Guinness Quarter. The transitional public realm space will be publicly accessible and contain visitor cycle parking and seating. 5. Amendments to the extent of permitted re-use of the existing basement below Vat House 4. 6. All amendments to associated building utilities and infrastructure.

What happens next

The application has been lodged and validated. The council has eight weeks to decide, unless it asks for further information. The council's decision is due by 14 Oct 2026.
