PROTECTED STRUCTURE, CHANGE OF USE: Kingstonway Limited intend to apply for permission for development at 2-4 O’Connell Street Lower, Dublin 1, D01 RD34 (a Protected Structure RPS Ref. 5992).The development will consist of the following: a) The subdivision of No’s 2-4 O’Connell Street Lower to provide 3 no. independent units, each with individual access from O’Connell Street. (i) Unit 2 (retail use) of approx. 121.72 sqm will be located at ground floor level of No. 2 O’Connell Street Lower (with proposed new entrance). (ii) Unit 3 (office use) of approx. 940.71 sqm will be located at first to fourth floor level across No’s 2-4 O’Connell Street Lower (with existing central ground floor entrance). (iii) Unit 4 (restaurant use) of approx. 733.84 sqm will be located across basement, ground and mezzanine levels of No’s 2-4 O’Connell Street Lower (with existing ground floor entrance). b) The change of use from former bank use to restaurant use at basement level, ground floor level and mezzanine level and change of use from former bank to commercial (retail) use at ground floor level. The use of the upper floors is currently in office use and no change of use is proposed. c) The proposed development will also include internal and external alterations, including; internal modifications to walls and door openings, reconfiguration of internal circulation routes, removal and addition of new stair cores, localised layout modifications and reduction of the useable basement floor area; external alterations include addition of new rear access fire escape doors at ground floor level, removal of the existing external rear fire escape stairs and 2 no. chimneys to the rear and the reconfiguration of stair landing levels to the rear of the building to accommodate a new enclosed fire escape stairwell serving the fourth floor to ground floor level; removal and replacement of roof lights and associated AOVs; and the provision of a new entrance at ground floor level onto O’Connell Street to provide independent access to proposed Unit 2 (retail use). The development will also provide for all associated services and development works.
